These people think the cast has some sort of power over ANY of the production decisions?

99% of the voice actors can't even change a dialogue on their own without having any of the production staff cause trouble for them in the future and there are some people out there thinking Uchiyama Yumi is some kind of Yakuza who can easily manipulate people.

Just because Seiyuus are famous doesn't mean they hold any more importance than the Production staff that controls the money.

Before Season 2, the production staff had a proper audition for Adult rudeus and on top of that, it was decided that Rudeus will be voiced by the same Seiyuu.

Cagalli from the Gundam CE timeline was voice acted by Naomi until the cheating drama between her and the Gundam Seed director Mitsuo which caused the lead writer Chiaki aka Mitsuo’s wife to aggressively changed the plot so that Cagalli would had less screen time.

So in most cases like the one we are talking about you are very possibly right.
But there are rare cases.
